About
Richard L. Hill
Hello, my name is Richard L. Hill, and I’m the Founder and Chief Instructor of Oodaloop International. I bring over three decades of experience in law enforcement, executive protection, and firearms training. My career began with 15 years in law enforcement, including six years in narcotics and organized crime, before moving on to serve in Iraq under WPPS government contracts, where I provided personal security for military and political figures.
Over the years, I’ve led security operations across the United States, the Middle East, South America, Europe, and Mexico, and have been recognized as a ballistics expert for both U.S. and foreign governments. I founded Oodaloop International to share my knowledge and experience in personal protection, firearms, and tactical operations, helping others build the skills and mindset needed to operate safely and effectively in any environment.
I’m a Master Class Shooter (IDPA/USPSA) with extensive PSD experience across multiple continents. My background also includes time with 5th Group Special Operations (Point & Scout) conducting Maritime Drug Operations, and I previously served as a Texas Narcotics Training Officer.
Throughout my career, I’ve remained committed to high ethical standards, proven leadership, and excellence in firearms instruction, security training, and tactical program development.
